School Breakfast Program
Case Study

People often ask us what makes the School Breakfast Program so special. 

We can talk about pallets of food, forklifts and trucks, but the most exciting and heart-warming stories come from you, our member schools.

We’re seeking stories from our schools about how your Breakfast Club works, the positive impact it has and its special place in your school community.

School Breakfast Program case studies are published in the Morning Toast to inspire other Breakfast Clubs with tips or tricks.

They are also a critical part of grant applications and reports, helping Foodbank to secure the future of the School Breakfast Program.  

How to submit a case study 

The questions below outline the sort of information that makes a great case study. 

We will work your information into a case study format, which may include editing to fit space and word count requirements. The school will have the opportunity to review the proposed final version before publication.  


Provide photos 

To bring the stories to life, we’re asking schools to provide 2-3 high-resolution images. We realise that the school may already have photo consent on file, however this often doesn’t include use by third parties. Therefore, Foodbank WA image release forms must be completed for all individuals appearing in photos (in the case of students, parent/guardian consent is required). To make the process easier, we recommend that consent be obtained prior to photos being taken.   


Submission declaration 

By submitting this form, the school grants Foodbank WA the right to use this information to develop a School Breakfast Program case study. The case study may appear in print or electronic publications including newsletters, social media, grant applications/reports or other promotional activities.

Volunteer Awards

We’re inviting School Breakfast Program participants to nominate up to two individuals or groups in your school community to receive a School Breakfast Program Volunteer Award

These Awards formally recognise the outstanding contribution that volunteers make to your School Breakfast Club. All nominations receive an award.

School Breakfast Program

Our School Breakfast Program delivers nutritious breakfast foods to help students start their day fuelled and ready to learn. 

We work with over 550 schools across Western Australia, from Esperance to the remote Kimberley. You can apply for your school too! 

About our School Breakfast Program

Household food insecurity is the main driver for thousands of students attending school without eating breakfast – a fact that can be quite shocking in a state like Western Australia. Providing breakfast before school allows all students to start the day on an equal footing and goes some way to combating food insecurity in schools and improving student wellbeing through nutrition.

Since 2001, the program has grown from 17 schools to over 550 schools by the end of 2024 .

Our Foodbank WA School Breakfast Program now reaches over 26,100 students serving over 80,000 breakfasts per week! 

Hosting a School Breakfast Program in WA provides more than just a good breakfast for your students.

Soothing rumbling tummies and fuelling bodies and brains for the school day are the most immediate impacts. The health, social and educational benefits of feeding students flow through to benefit fellow students, staff and the wider school community.  

Register your school

Register your school for this program to ensure that no child starts their school day hungry. It’s free to register and you can manage your breakfast club yourself, so all your students have equal opportunity to receive a wholesome, nutritious breakfast on a regular basis.

“The breakfast program provides for our students on several levels – physically, socially and educationally. It provides nourishing healthy breakfast food that meets the physical needs of students to start the day with something nutritionally substantial in their stomachs. The breakfast club has a safe and friendly atmosphere that allows students of all ages to interact with each other in a positive way, and also with staff and parents.”

Order school breakfast items

Schools can order breakfast items free of charge: 

  • Shelf-stable foods: Canned fruit, wheat biscuits, oats, Vegemite, canned spaghetti, canned baked beans and UHT milk 
  • Fresh produce (when available): Bread, fresh fruit and vegetables and yoghurt 

Please consider the ordering instructions and lead times for collecting food from one of our branches. For remote schools, we can coordinate the delivery of your order once a term.

Community Kitchen

Each week, Foodbank WA’s Community Kitchen prepares over 1,500 meals to feed families and individuals across our state. 

We capture surplus food and transform it into affordable, healthy, and tasty fresh and frozen meals. These Foodbank WA ready-to-eat meals are then distributed through our branches,  Mobile Foodbanks and charity partners.  

Giving food a third life to nourish those in need powering Foodbank

By cooking meals from surplus produce, we’re giving food a valuable “third life” while improving access to healthy food in the community.

On any given week of the year, we’ll be in the kitchen cooking delicious and nutritious meals that can be easily reheated and enjoyed. These ready-to-eat meals can provide an accessible alternative to cooking from scratch for people doing it tough.

Here’s how the lifecycle of donated food works to turn fresh food into meals:

  • Donation:  Generous individuals and businesses donate food to Foodbank WA.
  • Transformation: Our amazing Chef gets creative, using her expertise to turn surplus ingredients into healthy and hearty meals.  
  • Packaging:  Meals are packaged in eco-friendly containers to minimise waste. 
  • Distribution:  Meals reach people who need them through Foodbank and our charity partners. 


How you can volunteer and feed change

Our Community Kitchen wouldn’t be possible without our ready and willing volunteers. Here’s how you can get involved and provide support:

  • Become a Community Kitchen volunteer: Work alongside our Chef to prepare, cook and package meals in groups. No prior experience is needed–just a willingness to help.
  • Spread the word: Share our story and encourage others to donate or volunteer.

11% down to 3%. That’s how much we’ve reduced our food waste since the introduction of our Community Kitchen. And as for that 3% of food left over? If it’s not helping WA farmers as animal feed, it’s donated to RichGro and given a ‘fourth life’ as fertiliser. 

So every bit of food that gets donated to Foodbank WA really does go towards growing something great.

Perth Airport School Fruit Van

Our amazing Perth Airport School Fruit Van delivers free fruit for kids in WA.

We bring 10-kilo boxes of free fruit to 75 schools around Perth, every school week of the year. That’s more than 150,000 pieces of fruit a year!

How does the fruit van work?

In a collaborative effort, fruit is donated from local growers, packed into boxes by our volunteers, and is then delivered by our purple Foodbank WA fruit van to participating schools. The program is available to schools participating in our School Breakfast Program.

We know that good food is vital for our health, especially for growing minds and bodies. Our fresh fruit for schools program helps kids start their day off right and nurtures healthy eating for students in a fun and exciting way.

Mobile Foodbank

Our Mobile Foodbanks help us get into the heart of communities, helping to make it easier to shop for lower-priced groceries closer to home.

If you don’t have a Foodbank WA branch close by, you might be able to visit a Mobile Foodbank close to you instead.

Find a Mobile Foodbank in WA

Our Mobile Foodbank visits multiple sites each week: from Nannup, to various Perth suburbs, to Kalgoorlie. Scroll down to find your closest Mobile Foodbank and how to get a referral.

A Mobile Foodbank in WA offers a range of product options:

  • Grocery staples, like sauce bases, pasta, rice and canned meals
  • Assorted frozen products
  • Free fruit and vegetables

Just look for the purple Mobile Foodbank and our friendly team, who can help you find what you need.  

Things to keep in mind

Everything at a Mobile Foodbank is available at a lower cost, with payment via EFTPOS preferred.

You’ll need a referral from one of our charity partners to shop at a Mobile Foodbank – see below to get started.

Holiday hours for the Mobile Foodbank service may vary. Please reach out to us via phone or email to confirm our opening hours for any upcoming holiday period.

How to get a referral

If you don’t already have a referral, you’ll need one of these before shopping at Foodbank WA. You can get a referral in two ways:

  • Find a charity partner close to you by using our Find Food tool or visiting the WA Connect website. Local charities may be able to help with food hampers, Mobile Foodbank referrals and other assistance.

  • Phone the Emergency Relief and Food Access Service on 1800 979 777, which is open 9.30am – 5.00pm Monday to Friday (closed on public holidays). The call takes about 20 minutes and will involve a few basic questions.

Lodge your referral and when you come to collect your card at Foodbank WA, you’ll need to bring some form of ID to confirm your address and details.

While hunger is sometimes visible on the street, increasingly it’s hidden behind closed doors.

Hunger and food stress can impact anyone, at any time and it can happen suddenly, through illness, marriage breakdowns or job loss. 

Having a home, a job, a degree, a car, a mobile phone or children doesn’t make you immune to this epidemic, however it can make your suffering invisible to others.

With hunger on the rise, we’re sharing some of the real stories of those impacted by hunger in our community.

How to get a referral

When you get a Foodbank WA voucher or card to shop with us, there are a few simple conditions to keep in mind. 

Conditions of Entry

  • Footwear must be worn at all times. 
  • Children must be supervised at all times.
  • A card holder may only be accompanied by a maximum of two adults.
  • All food and groceries collected are to be used for personal use only and are not for resale or reuse in a commercial or otherwise setting. 
  • All payments are to be made via EFTPOS only. Cash is not accepted.

Voucher Conditions of Use

Emergency Relief Vouchers (the Voucher) are: 

  • Single-use only. 
  • Nontransferable. 
  • Any remaining balance of the Voucher is not refundable or reusable. 
  • Any amount over the value of the Voucher must be paid by you via EFTPOS. 
  • Voucher holders must provide proof of ID at time of presentation.

We need your help now. No child should have to go to school hungry, no parent should have to skip meals to feed their family and no Australian should have to suffer the stress and health impacts of not having the means to put food on the table. More than half of all food insecure households in Australia (59%) are at the severe end of the food insecurity spectrum. This is 2 million households (2.3 million in 2023) where people suffer disrupted eating patterns and reduced food intake such as skipping meals or going entire days without eating, sometimes to protect other members of their household.

Food insecurity is “a situation that exists when people lack secure access to sufficient amounts of safe and nutritious food for normal growth and development and an active and healthy life” (Food and Agriculture Organisation of the United Nations). This is different to hunger, which is a sensation many of us experience often, but are able to address by simply opening a cupboard or a fridge. Food insecure people do not have this luxury and cannot regularly and routinely put a meal on the table for themselves or their family.

The face of hunger is diverse – those affected are young people, men and women, children and the elderly. They are single and in families, students, employed, unemployed and retired. Also at risk are people with disabilities, refugees and those of Aboriginal and Islander descent. The suffering is often hidden, but the reality is we’re all likely to know someone going without.

Many of us face the daily pressures of rising amenity costs, including rent, mortgage repayments and power bills. For some people, this pressure can result in tough choices such as, ‘Do I pay that bill or buy food?’.

The most common reason for households experiencing food insecurity in the last 12 months was increased or high cost of living. In these situations, people are forced to choose between food and other everyday necessities.

To get through times of food insecurity, people often go without. When individuals are faced with food insecurity, meal-skipping is commonplace.

For parents, meal-skipping can mean the difference between their children having something to eat or going hungry.

Lack of food can significantly impact quality of life. Not having enough to eat can severely impact everyday functioning and wellbeing. Food insecure Australians most commonly report lethargy or tiredness, a decline in mental health and a loss of confidence because of lack of food.

Hello, we’re Foodbank. We believe everyone should have access to good food no matter their situation. We’re here for the everyday Australians who are going without. It’s our mission to create long lasting change in Australia by ending hunger.

In Australia, we provide food and grocery relief to 2,929 front-line charities and 3,220 school breakfast programs to help feed people in need. Last year alone, we sourced enough food for 92 million meals.

We are the only Australian food relief organisation to be an accredited member of the Global FoodBanking Network (GFN).

Foodbank works right across the Australian food and grocery supply chain from farmers, wholesalers, and manufacturers through to the retailers to source food and groceries.

Last year Foodbank sourced 48.1 million kilograms of food and groceries.

To ensure warehouses always have key staples in stock, Foodbank collaborates with manufacturers, suppliers and transporters to proactively supplement essential items that do not come in sufficient quantities via traditional food rescue channels.

– Check out Collaborative Supply Program:

Foodbank is the only charity in Australia that collaborates with suppliers, manufacturers, and transporters in an innovative program to ensure consistent supplies of essential food items are available in its warehouses every day. The Collaborative Supply Program sees food manufacturers produce sought-after products using spare production capacity. Suppliers donate or subsidise the ingredients, packaging and delivery of the products to spread the commitment and enhance the sustainability of the program. Through this program, we are able to provide consistent supplies of breakfast cereals, fresh and long life milk, pasta and pasta sauce, canned fruit, baked beans and sausages. With every dollar invested in the program delivering $5 worth of food – clearly a sound investment.

– Primary Produce Programs:

Despite rural and regional Australians being more likely to be food insecure than their metro counterparts, farming communities work closely with Foodbank to donate grain, rice, milk, meat, eggs and fresh produce. Foodbank sources these essential products through relationships right along the supply chain, partnering with farmers, produce market associations, and peak bodies from paddock to plate. This farm fresh produce is collected by Foodbank and made available directly to our charity network to be provided to food recipients, used in Foodbank production kitchens, or used as manufacturing ingredients for the Collaborative Supply Program. For example, donated meat trim can be used in our protein program and become sausages.

Foodbanks across the country assist 3,220 schools around Australia through the direct and indirect delivery of School Breakfast Programs. Given the geographic spread and range of socio-economic circumstances, Foodbank prides itself in its ability to be flexibly and dynamic in terms of delivery and distribution models, to ensure the best possible outcomes for children at these schools. Some Foodbanks also deliver nutrition education programs for adults and children alike to encourage improved nutrition literacy in the community.

‘Use By’ is the critical date mark as it signifies when a food must be consumed by for health and safety reasons. It is used on highly perishable foods, such as ready-made meals and items that are classified as high risk upon expiration. Foodbank does not distribute food at risk of exceeding its ‘Use By’ prior to being consumed. ‘Best Before’ is used to indicate quality rather than safety. It identifies the date after which food exceeds its peak quality.

‘Best Before’ dates are found on food such as fruits and vegetables, dried pasta, rice, tinned and canned foods. It is perfectly safe to eat food past its ‘Best Before’ date but some of its quality, flavour or texture may have been lost. Some of the food that Foodbank distributes is past its ‘Best Before’, however, we have worked with our manufacturing partners to ensure we meet their internal guidelines and that product is still safe to consume and the quality will not be unduly effected. The items must also comply with all our other requirements ensuring they are safe to consume (i.e. no damage to the packaging and have been stored under appropriate conditions etc).

Foodbank plays a key role in times of community emergencies and natural disasters. Every State/Territory Foodbank is involved in disaster relief, providing essential supplies to support the work of emergency services and first responders as well as ongoing assistance to affected communities during the months and years it takes to recover.

This figure is calculated based on an independent study into Foodbank’s social return on investment (SROI). The study found that Foodbank’s food assistance not only addresses people’s immediate nutrition needs but also contributes to improvements in their health, emotional wellbeing, sense of self-worth, social relationships and ultimately overall standard of living. Combined with the environmental savings of food not going to waste, the benefit to the individual and the broader community that flows from every kilogram of food distributed by Foodbank is valued at $23. For children receiving food via school breakfast programs, that figure rises to $110. The SROI on Foodbank’s activities in 2020 was $1 billion.

The methodology for the SROI research included:

– Research is undertaken by Net Balance (now Ernst & Young) in 2014.

– 30 face-to-face interviews with food companies, charities and food recipients.

– 155 survey responses from 14 charities and schools around Australia.

– In determining the impact, only outcomes that could be underpinned by evidence and quantified were taken into consideration.

– Other factors taken into consideration were attribution, dead weight, displacement, benefit period and drop off i.e. the researchers were scrupulous in not overestimating Foodbank’s contribution.

Foodbank’s food and grocery rescue operations play a key role in addressing Australia’s $36.6 billion food waste problem, redirecting and/or repurposing approximately 37 million kilograms of food and groceries that may otherwise end up in landfill. In 2022, we saved 86.6 million kilograms of CO2 emissions. Foodbank worked closely with the Federal Department of the Environment and Energy, our sector peers and our supply chain colleagues in the development of Australia’s first ever National Food Waste Strategy. The Australian Government has committed to halving food waste by 2030 (consistent with Target 12.3 of the UN Sustainable Development Goals).

Foodbank is an active participant in Stop Food Waste Australia and the Fight Food Waste Cooperative Research Centre which are both committed to the goal of halving food waste by 2030.

Foodbank’s activities across Australian play a key role in delivering on at least five of the UN Sustainable Development Goals, which are aimed at ending poverty, protecting the planet and ensuring prosperity for all. Foodbank’s operations are strongly aligned to the following five goals, SDG 2 Zero Hunger, SDG 1 No Poverty, SDG 10 Reduced Inequalities, SDG12 Responsible Consumption & Production, SDG 17 Partnerships for the Goals.

All levels of government have a role to play in addressing the root causes of food insecurity and working with organisations like Foodbank to ensure food relief is available while these causes are being addressed.

Federal Government funding for the food relief sector is not confirmed beyond next financial year. Ahead of the Federal election, Foodbank, is seeking three key commitments from all the parties and independents to ensure vulnerable people have consistent and reliable access to food:

– Sustained and adequate funding for food relief.

– The establishment of dedicated disaster preparedness and emergency food relief programs.

– The introduction of a national food waste tax incentive, making it easier for the food sector to redirect its surplus for food relief.

Foodbank works with the entire Australian food and grocery industry from farmers, wholesalers, and manufacturers to retailers to source food and groceries. In addition to food rescue, food and grocery companies and retailers make food/grocery donations to Foodbank as part of their commitment to corporate social responsibility. Many companies choose to make regular donations by increasing their production run or drawing straight from inventory in order to ensure that their product is consistently available to charities. They may also make special one-off donations at the time of natural disasters.

In addition, in an innovative and world-leading foodbanking program, Foodbank also collaborates with suppliers, manufacturers and transporters to proactively manufacture key staple foods to ensure that these are available year round.
